Everyday Postsocialism in Eastern Europe: History Doesn't Travel in One Direction

Women, Nationalism, and Social Networks in the Habsburg Monarchy, 1848–1918 focuses on the lives of women in Southeastern Europe during the nineteenth and twentieth centuries, exploring the intersection of gender and nationalism. By looking at a wide range of sources and employing rich historiography, this collection investigates the currents of women’s emancipatory efforts in a climate of conflicting assumptions relating to nationhood and nationalization. This book sheds light on a time when both women and nations were working to assert themselves, and how women promoted the national cause in an attempt to assume stronger roles in the public sphere. The volume studies areas that were nationally mixed and linguistically plural, thus pointing to the dynamic role of peripheries and pluralism affecting women’s approaches to and experience of nationalization. These essays speak to women’s agency as individuals and members of the social networks, and their roles in cultural, ethnic, and political movements in pluralistic societies of the late nineteenth and early twentieth centuries, thereby arguing that they “enacted” borders and were not simply acted on by them, while also elucidating the ways they transgress the borders.

State socialism tried to industrialize, urbanize, encourage the more frequent washing of hands, urge people to leave the church, emancipate women, and electrify cities—all within a single lifetime. Central to these initiatives was extending educational opportunities to the working class and creating a vision of an egalitarian socialist university that offered advancement for all. Limiting Privilege: Upward Mobility Within Higher Education in Socialist Poland traces the possibilities and limits of this goal by looking at a model socialist university established in 1945 in the working-class city of Łódź, Poland. Initially a flagship project of socialist modernization, the university tried to offer social advancement by privileging admission for peasant and working-class children, but these efforts were often fought by the elite who sought to preserve their privilege. By looking at first-generation students, intelligentsia faculty, and an industrial city, Limiting Privilege explores a complex story about utopian visions, failed aspirations, and reluctant academia.

Limiting Privilege: Upward Mobility Within Higher Education in Socialist Poland

After the Second World War, Yugoslavia’s small regional cities represented a challenge for the new socialist state. These cities’ older buildings, local historic sites, and low-quality housing clashed with socialism’s promises and ideals. How would the state transform these cities’ everyday neighborhoods? In the Slovene republic’s capital city of Ljubljana, the Trnovo neighborhood embodied this challenge through its modest housing, small medieval section, vast gardens, acclaimed interwar architecture, and iconic local reputation. Imagining Slovene Socialist Modernity explores how urban planners, architects, historic preservationists, neighborhood residents, and even folklorists transformed this beloved neighborhood into a Slovene socialist city district. Aplenc demonstrates that this urban redesign centered on republic-level interpretations of a Yugoslav socialist built environment, versus a re-envisioned Slovene national past or design style. This interdisciplinary study sheds light on how Yugoslav state socialism operated at the republic level, within a decentralized system, and on the diverse forces behind success or failure. With its focus on vernacular architecture, small-scale historic sites, single-family homes, and illegal housing, this book expands our understanding of the everyday built environment in socialist cities.

Imagining Slovene Socialist Modernity: The Urban Redesign of Ljubljana’s Beloved Trnovo Neighborhood, 1951–1989

Combating the Hydra explores structural as well as occasion-specific state violence committed by the early modern Habsburg Empire. The book depicts and analyzes attacks on marginalized people “maladjusted” of all sorts, women “of ill repute,” “heretic” Protestants, and “Gypsies.” Previously uncharted archival records reveal the use of arbitrary imprisonment, coerced labor, and deportation. The case studies presented provide insights into the origins of modern state power from varied techniques of population control, but are also an investigation of resistance against oppression, persecution, and life-threatening assaults. The spectrum of fights against debasement is a touching attestation of the humanity of the outcasts; they range from mental and emotional perseverance to counterviolence. A conversation with the eminent historian Carlo Ginzburg concludes the collection by asking about the importance of memorizing horrors of the past.

Przemyśl, Poland: A Multiethnic City During and After a Fortress, 1867–1939 examines the economic, political, demographic, and cultural ramifications of Austro-Hungarian military investment in Przemyśl, Poland, from the inception of the fortress in the 1870s, through four months of siege in World War I, to the decades of social change before World War II. The city of Przemyśl lies a few miles west of the Poland–Ukraine border. In the decades before World War I, the Austro-Hungarian military poured money, troops, and material into this multiethnic city and transformed it into the Empire’s largest fortress complex. Though intended to protect the border with Russia and inspire political loyalty, the resultant garrison instead made the city a target and prompted revulsion among local socialists who opposed the army’s dominant position in town.

The heart of this book is the exploration of the relationship between soldiers and civilians in urban environments. The city’s physical and demographic growth was irreversibly tied to the army, yet much of the population rejected the garrison and fought with its soldiers. By 1907, Przemyśl featured one of the largest social democratic movements in Austrian Galicia. By 1914, the city was besieged by the Russian Army, and by 1918, the city was part of the new Second Polish Republic. Przemyśl, Poland is the story of how a single city transformed radically over a few decades, with lasting lessons about the consequences of the military culture colliding with civilian life.

Transleithanian Paradise: A History of the Budapest Jewish Community, 1738–1938 traces the rise of Budapest Jewry from a marginal Ashkenazic community at the beginning of the eighteenth century into one of the largest and most vibrant Jewish communities in the world by the beginning of the twentieth century. This was symptomatic of the rise of the city of Budapest from three towns on the margins of Europe into a major European metropolis. 

Focusing on a broad array of Jewish communal institutions, including synagogues, schools, charitable institutions, women’s associations, and the Jewish hospital, this book explores the mixed impact of urban life on Jewish identity and community. On the one hand, the anonymity of living in a big city facilitated disaffection and drift from the Jewish community. On the other hand, the concentration of several hundred thousand Jews in a compact urban space created a constituency that supported and invigorated a diverse range of Jewish communal organizations and activities. 

Transleithanian Paradise contrasts how this mixed impact played out in two very different Jewish neighborhoods. Terézváros was an older neighborhood that housed most of the lower income, more traditional, immigrant Jews. Lipótváros, by contrast, was a newer neighborhood where upwardly mobile and more acculturated Jews lived. By tracing the development of these two very distinct communities, this book shows how Budapest became one of the most diverse and lively Jewish cities in the world.

Finding Order in Diversity: Religious Toleration in the Habsburg Empire, 1792–1848 covers the tumultuous period in the Habsburg Empire from Joseph II’s failed reforms through the Revolutions of 1848, documenting the ongoing struggle between religious activism and civil peace. In the name of stability, the Habsburg Empire side-lined Catholic activists and promoted religious toleration during this era in which Austria was an international symbol of conservatism and other states engaged in strident confessional politics. Austria’s well-known fear of disorder and revolution in this notoriously conservative regime extended to Catholics, and the state utilized the censors and police to institutionalize religious toleration, which it viewed as essential to law and order, and to tame religious passions, which officials feared could mobilize public opinion in unpredictable directions.

The state’s growing use of police power had wide-reaching consequences for refugees, women, and empire-building. By the end of the nineteenth century, the Habsburg Empire would become known as a multinational and multicultural state, but this toleration was the product of the infamously conservative and rigid regime that ruled Austria in the decades after the French Revolution and until the Revolutions of 1848. While the Habsburgs typically are associated with Catholicism, 1780 to 1848 marked the only era in which the Habsburgs tried to disassociate themselves politically from Catholicism. Though civil peace and religious toleration eventually became the norm, this book documents the decades of heavy-handed state efforts to get there.

Finding Order in Diversity: Religious Toleration in the Habsburg Empire, 1792–1848

Unlikely Allies offers the first comprehensive and scholarly English-language analysis of German-Ukrainian collaboration in the General Government, an area of occupied Poland during World War II. Drawing on extensive archival material, the Ukrainian position is examined chiefly through the perspective of Ukrainian Central Committee head Volodymyr Kubiiovych, a prewar academic and ardent nationalist. The contact between Kubiiovych and Nazi administrators at various levels shows where their collaboration coincided and where it differed, providing a full understanding of the Ukrainian Committee’s ties with the occupation authorities and its relationship with other groups, like Poles and Jews, in occupied Poland.

Ukrainian nationalists’ collaboration created an opportunity to neutralize prewar Polish influences in various strata of social life. Kubiiovych hoped for the emergence of an autonomous Ukrainian region within the borders of the General Government or an ethnographic state closely associated with the Third Reich. This led to his partnership with the Third Reich to create a new European order after the war. Through their occupational policy of divide to conquer, German concessions raised Ukrainians to the position of a full-fledged ethnic group, giving them the respect they sought throughout the interwar period. Yet collaboration also contributed to the eruption of a bloody Polish-Ukrainian ethnic conflict. Kubiiovych’s wartime experiences with Nazi politicians and administrators—greatly overlooked and only partially referenced today—not only illustrate the history of German-Ukrainian and Polish-Ukrainian relations, but also supply a missing piece to the larger, more controversial puzzle of collaboration during World War II.

Unlikely Allies: Nazi German and Ukrainian Nationalist Collaboration in the General Government During World War II

Balkan Legacies is a study of the aftermath of war and state socialism in the contemporary Balkans. The authors look at the inescapable inheritances of the recent past and those that the present has to deal with. The book’s key theme is the interaction, often subliminal, of the experiences of war and socialism in contemporary society in the region. Fifteen contributors approach this topic from a range of disciplinary backgrounds and through a variety of interpretive lenses, collectively drawing a composite picture of the most enduring legacies of conflict and ideological transition in the region, without neglecting national and local peculiarities. The guiding questions addressed are: what is the relationship between memories of war, dictatorship (communist or fascist), and present-day identity—especially from the perspective of peripheral and minority groups and individuals? How did these components interact with each other to produce the political and social culture of the Balkan Peninsula today? The answers show the ways in which the experiences of the latter part of the twentieth century have defined and shaped the region in the twenty-first century.

Balkan Legacies: The Long Shadow of Conflict and Ideological Experiment in Southeastern Europe

On Many Routes is about the history of human migration. With a focus on the Habsburg Empire, this innovative work presents an integrated and creative study of spatial mobilities: from short to long term, and intranational and inter-European to transatlantic. Migration was not just relegated to city folk, but likewise was the reality for rural dwellers, and we gain a better understanding of how sending and receiving states and shipping companies worked together to regulate migration and shape populations.

 

Bringing historical census data, governmental statistics, and ship manifests into conversation with centuries-old migration patterns of servants, agricultural workers, seasonal laborers, peddlers, and artisans—both male and female—this research argues that Central Europeans have long been mobile, that this mobility has been driven by diverse motivations, and that post-1850 transatlantic migration was an obvious extension of earlier spatial mobility patterns. Demonstrating the complexity of human mobility via an exploration of the links between overseas, continental, and internal migrations, On Many Routes shows that migrations to the United States, to the nearest coalfield, and to the urban capitals are embedded within complicated patterns of movement. There is no good reason to study internal apart from transnational moves, and combining these fields brings ample possibility to make migration research more relevant for the much broader field of social and economic history. This work poses an invaluable resource to the understudied area of Habsburg Empire migration studies, which it relocates within its wider European context and provides a major methodological contribution to the history of human migration more broadly. The ubiquity and functionality of human movement sheds light on the relationship between human nature and society, and challenges simplistic notions of human mobility then and now.

On Many Routes: Internal, European, and Transatlantic Migration in the Late Habsburg Empire

Teaching the Empire explores how Habsburg Austria utilized education to cultivate the patriotism of its people. Public schools have been a tool for patriotic development in Europe and the United States since their creation in the nineteenth century. On a basic level, this civic education taught children about their state while also articulating the common myths, heroes, and ideas that could bind society together. For the most part historians have focused on the development of civic education in nation-states like Germany, France, and the United Kingdom. There has been an assumption that the multinational Habsburg Monarchy did not, or could not, use their public schools for this purpose. Teaching the Empire proves this was not the case. 

Through a robust examination of the civic education curriculum used in the schools of Habsburg from 1867–1914, Moore demonstrates that Austrian authorities attempted to forge a layered identity rooted in loyalties to an individual’s home province, national group, and the empire itself. Far from seeing nationalism as a zero-sum game, where increased nationalism decreased loyalty to the state, officials felt that patriotism could only be strong if regional and national identities were equally strong. The hope was that this layered identity would create a shared sense of belonging among populations that may not share the same cultural or linguistic background. 

Austrian civic education was part of every aspect of school life—from classroom lessons to school events. This research revises long-standing historical notions regarding civic education within Habsburg and exposes the complexity of Austrian identity and civil society, deservedly integrating the Habsburg Monarchy into the broader discussion of the role of education in modern society.

Teaching the Empire: Education and State Loyalty in Late Habsburg Austria

Croatian Radical Separatism and Diaspora Terrorism During the Cold War examines one of the most active but least remembered groups of terrorists of the Cold War: radical anti-Yugoslav Croatian separatists. Operating in countries as widely dispersed as Sweden, Australia, Argentina, West Germany, and the United States, Croatian extremists were responsible for scores of bombings, numerous attempted and successful assassinations, two guerilla incursions into socialist Yugoslavia, and two airplane hijackings during the height of the Cold War. In Australia alone, Croatian separatists carried out no less than sixty-five significant acts of violence in one ten-year period. Diaspora Croats developed one of the most far-reaching terrorist networks of the Cold War and, in total, committed on average one act of terror every five weeks worldwide between 1962 and 1980.

Tokić focuses on the social and political factors that radicalized certain segments of the Croatian diaspora population during the Cold War and the conditions that led them to embrace terrorism as an acceptable form of political expression. At its core, this book is concerned with the discourses and practices of radicalization—the ways in which both individuals and groups who engage in terrorism construct a particular image of the world to justify their actions. Drawing on exhaustive evidence from seventeen archives in ten countries on three continents—including diplomatic communiqués, political pamphlets and manifestos, manuals on bomb-making, transcripts of police interrogations of terror suspects, and personal letters among terrorists—Tokić tells the comprehensive story of one of the Cold War’s most compelling global political movements.

Combining history of science and a history of universities with the new imperial history, Universities in Imperial Austria 1848–1918: A Social History of a Multilingual Space by Jan Surman analyzes the practice of scholarly migration and its lasting influence on the intellectual output in the Austrian part of the Habsburg Empire.

The Habsburg Empire and its successor states were home to developments that shaped Central Europe's scholarship well into the twentieth century. Universities became centers of both state- and nation-building, as well as of confessional resistance, placing scholars if not in conflict, then certainly at odds with the neutral international orientation of academe.

By going beyond national narratives, Surman reveals the Empire as a state with institutions divided by language but united by legislation, practices, and other influences. Such an approach allows readers a better view to how scholars turned gradually away from state-centric discourse to form distinct language communities after 1867; these influences affected scholarship, and by examining the scholarly record, Surman tracks the turn.

Drawing on archives in Austria, the Czech Republic, Poland, and Ukraine, Surman analyzes the careers of several thousand scholars from the faculties of philosophy and medicine of a number of Habsburg universities, thus covering various moments in the history of the Empire for the widest view. Universities in Imperial Austria 1848–1918 focuses on the tension between the political and linguistic spaces scholars occupied and shows that this tension did not lead to a gradual dissolution of the monarchy’s academia, but rather to an ongoing development of new strategies to cope with the cultural and linguistic multitude.

Universities in Imperial Austria 1848–1918: A Social History of a Multilingual Space

In late eighteenth-century Vienna a remarkable coterie of five aristocratic women, popularly known as the "five princesses," achieved social preeminence and acclaim as close associates of the reforming Habsburg Emperor Joseph II. They were Princess Maria Josepha Clary (1728-1801); Princess Maria Sidonia Kinsky (1729-1815); Princess Maria Leopoldine Liechtenstein (1733-1809); Countess, subsequently Princess, Maria Leopoldine Kaunitz (1741-1795); and Princess Maria Eleonore Liechtenstein (1745-1812). The group assumed a stable form by 1772, by which time Joseph II and two of his closest male associates, Field Marshal Franz Moritz Lacy and Count Franz Xavier Orsini-Rosenberg, had become accepted members of the circle as well. During the Viennese social season, members of the group made their way several times each week to the inner city palace of one of the "Dames," as members of the group called themselves. During the summer months, when the women dispersed to visit country estates in Bohemia and Moravia or to travel, group members corresponded regularly. These were exciting, restless years in the Habsburg monarchy, as reforms were implemented to help the monarchy withstand threats to its stability and international stature from without and within. With assured access to the emperor and his closest advisors, the Dames enjoyed both a unique view of events and a chance to participate in public affairs (albeit informally and discreetly) as steadfast, acknowledged friends of the emperor. Through analysis of the correspondence of these women and of the published and unpublished commentaries of their contemporaries, this study scrutinizes the activities of this select group of women during the co-regency period (1765-1780) when Joseph shared responsibility with his mother, Maria Theresia, and during Joseph's decade as sole ruler (1780-1790) after Maria Theresia's death-years during which the women enjoyed their special position.

When seeking the origins of World War I, the chain of events in the late nineteenth century that led to the breakdown of relations between Austria-Hungary and Serbia and facilitated the rise of an aggressive Serbian nationalism needs to be understood. This book focuses on the hitherto unexplored Hungarian influence on the Habsburg Monarchy's policy toward Serbia after the 1867 Ausgleich, and it argues that this early period was critical in shaping policy after 1871, down to the imposition on Serbia in 1881 of a system of economic and political control.The Ausgleich, the Austro-Hungarian compromise that reconstituted the Empire as a dual monarchy, gave Hungary a limited voice in foreign affairs; and it was at the request of the Hungarian premier, Count Gyula Andrássy, that the young politician Benjámin Kállay was appointed representative at Belgrade in 1868. Both men were obsessed with the threat posed by Russia and particularly concerned that Serbia might be used as a stalking horse for Russian influence among the Monarchy's South Slavs. They pursued a shadow policy designed to draw Serbia firmly into the Monarchy's sphere of influence, which contradicted that of the foreign minister, Count Beust, and resulted in a serious deterioration in relations with Serbia by 1871. After 1871 Andrássy, as foreign minister, laid the foundations for a more explicit control of Serbia; Kállay, as a senior diplomat, negotiated the treaties that, by 1881, locked Serbia into satellite status for a generation. Through detailed archival research in multiple languages and a painstaking reconstruction of diplomatic events, Armour illuminates a crucial period in Central European history, showing how the origins of a war that claimed millions of lives can be traced to political maneuverings almost fifty years before.

Grand palaces of culture, opera theaters marked the center of European cities like the cathedrals of the Middle Ages. As opera cast its spell, almost every European city and society aspired to have its own opera house, and dozens of new theaters were constructed in the course of the "long" nineteenth century. At the time of the French Revolution in 1789, only a few, mostly royal, opera theaters, existed in Europe. However, by the turn of the nineteenth and twentieth centuries nearly every large town possessed a theater in which operas were performed, especially in Central Europe, the region upon which this book concentrates. This volume, a revised and extended version of two well-reviewed books published in German and Czech, explores the social and political background to this "opera mania" in nineteenth century Central Europe. After tracing the major trends in the opera history of the period, including the emergence of national genres of opera and its various social functions and cultural meanings, the author contrasts the histories of the major houses in Dresden (a court theater), Lemberg (a theater built and sponsored by aristocrats), and Prague (a civic institution). Beyond the operatic institutions and their key stage productions, composers such as Carl Maria von Weber, Richard Wagner, Bedřich Smetana, Stanisław Moniuszko, Antonín Dvořák, and Richard Strauss are put in their social and political contexts. The concluding chapter, bringing together the different leitmotifs of social and cultural history explored in the rest of the book, explains the specificities of opera life in Central Europe within a wider European and global framework.

Center Stage: Operatic Culture and Nation Building in Nineteenth-Century Central Europe

This book examines the exercise of power in the Stalinist music world as well as the ways in which composers and ordinary people responded to it. It presents a comparative inquiry into the relationship between music and politics in the German Democratic Republic and Poland from the aftermath of World War II through Stalin's death in 1953, concluding with the slow process of de-Stalinization in the mid-to late-1950s. The author explores how the Communist parties in both countries expressed their attitudes to music of all kinds, and how composers, performers, and audiences cooperated with, resisted, and negotiated these suggestions and demands. Based on a deep analysis of the archival and contemporary published sources on state, party, and professional organizations concerned with musical life, Tompkins argues that music, as a significant part of cultural production in these countries, played a key role in instituting and maintaining the regimes of East Central Europe. As part of the Stalinist project to create and control a new socialist identity at the personal as well as collective level, the ruling parties in East Germany and Poland sought to saturate public space through the production of music. Politically effective ideas and symbols were introduced that furthered their attempts to, in the parlance of the day, "engineer the human soul." Music also helped the Communist parties establish legitimacy. Extensive state support for musical life encouraged musical elites and audiences to accept the dominant position and political missions of these regimes. Party leaders invested considerable resources in the attempt to create an authorized musical language that would secure and maintain hegemony over the cultural and wider social worlds. The responses of composers and audiences ran the gamut from enthusiasm to suspicion, but indifference was not an option.

Composing the Party Line: Music and Politics in Early Cold War Poland and East Germany

It has been two decades since Yugoslavia fell apart. The brutal conflicts that followed its dissolution are over, but the legacy of the tragedy continues to unsettle the region. Reconciliation is a long and difficult process that necessitates a willingness to work together openly and objectively in confronting the past. Over the past ten years the Scholars' Initiative has assembled an international consortium of historians, social scientists, and jurists to examine the salient controversies that still divide the peoples of former Yugoslavia. The findings of its eleven research teams represent a direct assault on the proprietary narratives and interpretations that nationalist politicians and media have impressed on mass culture in each of the successor states. Given gaps in the historical record and the existence of sometimes contradictory evidence, this volume does not pretend to resolve all of the outstanding issues. Nevertheless, this second edition incorporates new evidence and major developments that have taken place in the region since the first edition went to press. At the heart of this project has always been the insistence of the authors that they would continue to reconsider their analyses and conclusions based on credible new evidence. Thus, in this second edition, the work of the Scholars' Initiative continues. The broadly conceived synthesis will assist scholars, public officials, and the people they represent both in acknowledging inconvenient facts and in discrediting widely held myths that inform popular attitudes and the electoral success of nationalist politicians who profit from them. Rather than rely on special pleading and appeals to patriotism that have no place in scholarship, the volume vests its credibility in the scientific credentials of its investigators, the transparent impartiality of its methodology, and an absolute commitment to soliciting and examining evidence presented by all sides.
